PyFlash is a flashcard program written in Python and uses PyGTK. It comes bundled with 2 sample flashcard files. One giving basic Arabic verbal conjugations and the other 3 simple english words and meanings.

I’ve not tested it on windows but with a proper installation of Python and PyGTK, it should work fine.
PyGTK for windows may be downloaded at http://www.pcpm.ucl.ac.be/~gustin/win32_ports/pygtk.html.
Perhaps one of the later versions will be more userfriendly in this regard.

Python itself may be downloaded from www.python.org.

Details at the software page.
It also has a page at the gnomefiles website.
